What PAGCOR is, precisely

The Philippine Amusement and Gaming Corporation is a government-owned corporation created under Presidential Decree 1869 and given an extended franchise by Republic Act 9487. It is unusual among regulators because it has historically been both operator and regulator: it runs the Casino Filipino branches while also licensing private gaming. Its regulatory arm is what matters to an online player.

What a licence does not promise
